Feds, States Move Farther Apart On Immigration Enforcement ...

Today?s Courier Herald Column:

Roughly two months after part of Georgia?s new immigration reform laws have officially taken effect, the divide among Georgians over the issue is as deep as ever. Farmer?s in South Georgia who have previously complained about not having sufficient labor to pick their crops are now saying they are cutting back on planting for the fall harvest, according to Georgia Public Broadcasting.

GPB cites anecdotal evidence from a vendor of irrigation equipment that most of his customers have cut back fall plantings from 20 to 50 percent. He claims his sales, despite persistent drought conditions, are off by roughly one third overall.

Earlier in the season, the Governor and Agriculture Commissioner attempted to match unemployed Georgians, including probationers, with open farm jobs. Farmers found the substitutes for experienced pickers who were used to field conditions under a hot Georgia sun to be less than ideal, with many of the newer laborers unwilling to last their first week. Migrant workers, both legal and illegal, are believed to have begun avoiding Georgia for neighboring states well in advance of the official July 1st effective date for the new law.

The new regulations target Georgia employers who hire illegal workers and Georgians who knowingly transport and/or harbor them. It was patterned after laws passed earlier in Arizona, with Georgia and other states passing or considering similar legislation. Alabama?s law was blocked by a federal judge on Monday, joining Georgia and Arizona?s laws working their ways to through the federal courts.

The legal battle pits the states squarely against the Federal Government, with the states claiming the feds are deliberately shirking their responsibilities with respect to immigration and border control, while the feds claim the states are preempted by the U.S. Constitution from attempting to set immigration policy on a state by state basis.

When ruling in June to block part of Georgia?s law from taking effect, Federal Judge Thomas Thrash stated ?The widespread belief that the federal government is doing nothing about illegal immigration is the belief in a myth. Although the Defendants characterize federal enforcement as ?passive,? that assertion has no basis in fact.?

Yet exactly one week ago, the federal government began releasing thousands of illegal immigrants who were in various stages of proceedings leading to deportation, based not on existing law, but on an executive order. The federal agency in charge of deporting those here illegally stated they will now consider deportation for those who are ?criminal aliens, recent border crossers and egregious immigration law violators, such as those who have been previously removed from the U.S.?

The decision to allow up to 300,000 known undocumented immigrants to remain in the U.S. does not reflect the law of the land, and would seem to contradict Judge Thrash?s assertion. Those supporting the selective suspension of enforcement openly advocate the move as preparation for the Dream Act. This would allow those who have been in the U.S. since their childhood a direct path to citizenship. The Dream act has been rejected in the Congress as a solution to the problem, but a comprehensive approach to fixing this issue remains elusive. Congress has expressly failed to find any reasonable approach to even working on the subject of immigration and protecting the U.S. borders. In the process, the states and executive branch of the U.S. government have given opponents of a middle-ground compromise a boogey man they will both use to rail against.

Those on the right now have another ?amnesty? to decry based on the Obama administration?s decision to pro-actively ignore existing immigration law. Those on the left continue to charge state level efforts are designed to make Hispanics, many of whom are legal citizens, ?show papers? upon request of any law enforcement official. All the while Georgia?s farmers, restaurateurs, hoteliers, and the few remaining builders and tradesmen continue to claim labor shortages despite the state?s roughly 10% unemployment rate.

Immigrants, whether documented or not, are clearly a significant part of Georgia?s economic base. ?Amnesty? is not a program favored by most Georgians or Americans. Yet massive deportation would be disruptive on many levels, as demonstrated by the reduced production in Georgia?s bountiful agricultural industry.

Georgia?s legislators have a couple more days in Atlanta while awaiting the Senate to pass the final map of the special session. Perhaps a bit of the time they spend in conversations with their peers they could discuss how they can assist and empower the 16 Georgians we will send to Washington next year can successfully find the right balance between honoring our nations? laws while finding a way to document those who are here working jobs that Georgians have demonstrated they clearly do not want.

If the network marketing business is so good then why 90 percent of the people see the opportunity but fail in it?

The business idea of building a large organization is so simple yet not easy to accomplish. In this article, we look at the 7 common mistakes to avoid when building a successful home based business.

1) I must find the Super Salesman / I must become the Super Salesman.

Many of us view the MLM business as a numbers game but a successful network marketing business builder looks at both quantity and quality of people. There is no doubt that sponsoring is the foundation of building a large organization. However, as concerned as we are about the numbers in our team, we would rather be sponsoring five teachers than five salesmen.

You see, we are not dismissing the fact that salesmen can be a great asset to your team. Sure, the salesman will automatically do very well in selling the high quality products your company offers. They are able to put together their own presentation and sell effectively to people around them.

However, we do not want to tell our people how to sell, we want to teach our people how to sponsor and teach to build a large organization. Likewise, if you are a sales person yourself or you have people who are sales oriented in your network marketing team, teach them how to sponsor and teach to build a sustainable organization.

It can be difficult because if for example, you tell your super salesman that you need to sponsor people to make the larger amounts of income, what will they do? They will go out there and sponsor 3 to 4 people a week. This is great isn?t it? However, you may then notice that people are dropping out as fast as they join your team. This is because you are not working with them effectively. Sooner or later, your super salesman will be discouraged by the high leaving rate and leave the organization as well.

In order to avoid this, our organization has to be built on the strong foundation by TEACHING OTHERS to sponsor and teaching them to teach others to do the same.

2) I need to sponsor the whole world to be successful.

The Super Salesman can sponsor 100 people in a short period of time but most (or sometimes all) of them will drop out of the business. Now, which do you feel you could do more quickly ? sponsor 100 people yourself? Or sponsor 5 people who are serious and teach them how to teach their 5 to do the same?

The network marketing business concept works on the idea of LEVERAGE. There is absolutely no need to sponsor the whole world to be successful. Concentrate on working with five in your team and teach them also to work with their five and so on.

3) I only need to bring in one other person.

Most people think that you have duplicated yourself once you brought one other person into your organization. This is NOT true. The concept of true duplication only comes about when you have built your organization THREE LEVELS DEEP.

Take the example you sponsor ?A?. If you leave and because you did not teach ?A? and he does not know what to do, that?s the end it. On the contrary, if you DO teach ?A? to sponsor ?B?, ?A? will know what to do even if you go away from the organization. However, if ?A? does not know how to teach ?B? to sponsor, then again the structure will collapse and that?s the end of it too.

Therefore, in a team, it is imperative to teach ?A? how to teach ?B? how to sponsor ?C?. Now, you are THREE DEEP and have successfully duplicated yourself. And the same goes for ?A?, he or she has to build three levels deep as well to keep your team sustainable.

Gurode's departure shows Garrett means business (AP)

IRVING, Texas ? Andre Gurode was warned, just like everyone else on the Dallas Cowboys. Under first-year coach Jason Garrett, jobs will be won and lost based on how players perform in camp and preseason games, not by what they've done in the past.

Having made the Pro Bowl the last five years wasn't enough for Gurode to keep his roster spot.

The Cowboys cut the veteran center Monday for a variety of reasons that included his age and salary, his decision to have knee surgery so late in the offseason that it sidelined him for the start of camp and by the performance by an undrafted, unproven second-year player in Gurode's absence.

"What we've said right from Day 1 is it doesn't really matter where you came from or what you've done in the past," Garrett said. "We're going to try our best as coaches and evaluators to see what you're doing right now and see what you can do for us going forward. We try to do that individually, we try to do that collectively. We're not in the business of trying to send a message to the rest of the team. We're trying to make the best decision for our team."

Still, the decision/message was clear to everyone, from veterans who may feel comfortable to rookie free agents still trying to prove themselves.

"That's the way it should be," veteran linebacker Keith Brooking said. "I think when you can create that environment and that message is sent throughout your team - and it's not just a message, there are examples that run through the team - I think that's a really good thing for everyone. That's what pushes you, that's what makes you better. "

The Cowboys already had cut several other high-priced veterans, including linemen Marc Colombo and Leonard Davis. By adding Gurode to the list, Tony Romo's blockers will include three inexperienced linemen: Phil Costa at center, top pick Tyron Smith at right tackle and seventh-rounder Bill Nagy at left guard.

Costa is the guy whose strong play pushed Gurode out the door.

A hard worker as a rookie last year, he played in four games and started once, at left guard. He became the first-team center at the start of camp because Gurode was on the physically unable to perform list.

Gurode got a chance to reclaim the job once he was healthy, moving straight to the first team and starting the second preseason game. But the Cowboys decided he wasn't so much better than Costa that he was worth keeping, not when they could also save $5.5 million against the salary cap by cutting Gurode. They liked the idea of finding out what they might have in a 24-year-old instead of relying on a 32-year-old coming off knee surgery.

"We felt like it was best move for us right now," Garrett said. "There's nothing purposeful in saying, `We've got to get rid of all the old guys and sign all the young guys.' That's not what we're thinking. We're just trying to make our team as good as it can be right now."

Costa likely wasn't drafted because of his size. Even with a generous listing of 6-foot-3, 311 pounds, he's still an inch shorter and 23 pounds lighter than Gurode.

"But if you looked at him as a football player, you liked what you saw," Garrett said. "He is one of those guys because he is smart, because he is tough, because he is intense, because it's important to him. You see taking advantage of opportunities as well as anybody. He grew and grew as he was the starter in camp. It was hard not to like what he did."

Costa missed the last preseason game with a strained ligament in his right knee and won't play Thursday night against Miami, but Garrett said he could be able to practice next week. The Cowboys are counting on him being ready for the opener Sept. 11 against the New York Jets. If not, options include undrafted rookie Kevin Kowalski, who played the entire game against Minnesota, or veterans Kyle Kosier and Montrae Holland.

Holland has been out several weeks with back and knee problems, but he returned to practice Monday. Kosier and linebacker Bradie James were held out to give them extra time to heal from injuries.

Dallas will have only one returning starter in the same place on the offensive line, left tackle Doug Free. And last year was his first year at that position. The overhaul seems drastic, but Garrett believes it's a good thing.

"There will be challenges all over the place for them individually and collectively, and we have a long way to go and we're going to try to take advantage of these practices leading up to (the opener), but we feel good about the direction we're going," Garrett said.

Free said the linemen aren't a cohesive unit yet, but they're trying.

"Let's see what happens," he said. "We're just going to have to go with what we've got and make the best of it."

Nevada Casinos Write up new Rules in Advance of Legalized Online

The State of Nevada and in particular Las Vegas has written up a draft out lining a set of rules and regulations in anticipation that the Federal Government is about to legalize online poker [or gambling] in the coming future. These new regulations are in accordance with state lawmakers who proposed that Nevada have some regulations in place before January to ensure they are ready to license and regulate online gambling in their State.

Las Vegas Casino owners and operators are readying themselves to immediately take charge of a legalized gambling community if the Government legalizes online gambling, they want to position themselves to be a leader in the industry, not a follower. The Chairman of the Nevada Gaming Board, Mark Lipparelli was quoted as saying, ?Our technology is not perfect as of yet, but we believe it has improved enough to guarantee the State can properly regulate companies that want to offer online gambling.?

So far, the regulations that are in place include, taxing operators for the online poker industry at the same rate that Nevada land based casinos are taxed. Also included are limits to what games will be allowed to be wagered on over the internet. These games will only be games of poker where players wager against each other, and not against the house as with Blackjack, Craps and Roulette.

All software brands that will be offering online poker will have to be approved and scrutinized the same way that Las Vegas Casino officials are even if they are already partnered with a land based casino. However, one of the biggest most controversial rules is the one that requires every online poker room/casino to keep an exact history of every player, every wager they make and every game they play for at least FIVE years! These new proposals must first go through approval with public workshops and by the Gaming Commission before being passed. Updates will be posted as they become available.

Rebels and Gaddafi forces fight for Libya coast cities (Reuters)

ZINTAN, Libya (Reuters) ? Libyan rebels fought fierce battles in two coastal cities on either side of Tripoli in a drive to topple Muammar Gaddafi, and also claimed the Libyan leader's former No. 2 had defected.

Sustained blasts from rocket-propelled grenades, mortars and anti-aircraft guns rang out on Friday in the center of Zawiyah, a city on the coastal highway 50 km (30 miles) west of Tripoli that the rebels entered this week, in a clash that killed at least two.

As they pushed to consolidate control of the city and its strategic oil refinery, rebels in Zawiyah's central square exchanged heavy fire with Gaddafi forces holed up inside a nearby hospital before driving them out, Reuters witnesses said.

East of the capital, opposition forces fought bloody street battles in the city of Zlitan but suffered heavy casualties, a Reuters reporter there said. A rebel spokesman said 32 rebel fighters were killed, with 150 wounded.

Rebel advances have cut off Tripoli from its main supply routes, putting Gaddafi's four-decade rule under heavy pressure.

But Gaddafi's information minister, Moussa Ibrahim, said late on Friday the government's military retained the upper hand in both Zawiyah and Zlitan and scorned what he described as 'bands of insurgents'.

In a possible psychological blow to Gaddafi's government, rebels said his former deputy Abdel Salam Jalloud had defected to rebel-held territory in the Western Mountains.

Jalloud was a member of the junta that staged a 1969 coup bringing Gaddafi to power, and was seen as the North African oil producer state's second in command before falling out of Gaddafi's favor in the 1990s.

"He is definitely here in Zintan. He is under the control of the military council here," Massoud Ali, a local rebel spokesman, told Reuters. Rebels showed Reuters a video of a person they identified as Jalloud standing among them earlier in the day.

Libyan Deputy Foreign Minister Khaled Kaim declined comment about Jalloud's whereabouts or his political allegiances, but said if Jalloud had left the country he hoped he would help facilitate a negotiated end to the conflict.

It was unclear how close Jalloud was to Gaddafi after the 1990s, when he reportedly was stripped of his passport and put under government surveillance following a disagreement with Gaddafi.

With rebels pushing on the ground, NATO has pressed on with its campaign from the air and its warplanes pounded targets in the capital overnight.

Gaddafi's government has blamed NATO bombings for scores of civilian deaths and said 27 people were killed in the most recent raids on Tripoli. NATO accuses Gaddafi forces of housing military assets near civilians.

MIGRANT WORKERS

In another sign the fighting is hitting closer to Gaddafi's inner circle, the brother of the spokesman who has served as the Tripoli government's public face, was reported killed in a front-line city. The government blamed NATO attack helicopters.

Libyan officials separately brought journalists to a residential district where a compound of several large buildings was blasted to pieces. Neighbors said it belonged to Abdullah al-Senussi, Gaddafi's brother-in-law and head of intelligence, though a government official said Senussi was not there at the time.

NBC News reported Gaddafi was making preparations to leave Libya with his family for possible exile in Tunisia, but that it was unclear if he would follow through. NBC said the information came from U.S. officials who cited intelligence reports.

Deputy Foreign Minister Kaim reiterated the government stance that Gaddafi would not depart Libya, at the same time saying Libya was in favor of any negotiations to end the fighting.

"But the United States and other key players have to give their blessing to these negotiations," he said.

A spokeswoman for the International Organization for Migration (IOM), Jemini Pandya, said the operation to rescue thousands of Egyptians and other foreigners trapped in Tripoli by the latest fighting would begin within days.

"We are looking at all options available, but it will probably have to be by sea," she told a Geneva news conference.

More than 600,000 of up to 2.5 million foreigners, mostly Asian and African migrant workers, have fled Libya in six months of fighting. But thousands remained in Tripoli, which until this week was calm and a safe two-hour drive from Tunisia.

The route has been cut since the rebels entered Zawiyah, which lies on the coastal highway, six days ago. In Zawiyah, medics at another local hospital said two dead and three wounded had been taken there from the recent fighting.

On Thursday they took the neighboring town of Sabratha, and on Friday they seized the nearby town of Surman.

Several hundred rebels and their supporters gathered on the streets of Surman, just off the highway, to celebrate the victory, flying the rebel green, red and black flag.

In New York, Human Rights Watch published a report on its website saying Libyan government forces appeared to have executed 10 protesters following an anti-government demonstration in the town of Bani Walid, southwest of Misrata, on May 28.

HRW said it had interviewed six men "with knowledge of the day's events, including three who saw government forces fire on the demonstrators."

There was no way to immediately verify the report.

Terry is a 3-year-old Chihuahua. He was turned over to the shelter when his owners could no longer care for him. Terry is a sweet dog that will make a great companion. Kiki is a 2-year-old Domestic Medium Hair. She is a stray and, although she was microchipped, we could not locate her owner. Kiki is a sweet, gentle little kitty. She is friendly and gets along great with children and other cats. She doesn't even mind a calm, friendly dog hanging around. Kiki is litterbox trained, spayed, and up to date on her shots. Kiki is in our cat adoption center.

(AP) ? Royal Dutch Shell PLC said Friday it has closed a valve that was seeping oil from a pipeline off Scotland's coast, stopping the worst spill in a decade for Britain's North Sea oil fields.

The company said closing the valve was a "key step" in halting the leak at its Gannet Alpha platform, but that it would monitor the pipeline to make sure the valve remains sealed.

The leaking valve is on a "flow line" that carries oil away from the well on the ocean floor.

Divers sealed off the valve, 300 feet (90 meters) under water, in a "careful and complex operation," said Glen Cayley, technical director of Shell's exploration and production activities in Europe.

"But we will be watching the line closely over the next 24 hours and beyond," he said.

"Our next task is to remove the residual oil from inside the de-pressurized flow line, and that will take time." Shell has said the pipeline still contains up to 660 tons, or 4,620 barrels, of crude oil.

About 1,300 barrels of oil has spewed into the sea since a pipeline was found to be leaking Aug. 10, the company said, although it claimed that after it shut the well, only one barrel a day had been leaking from a relief valve to control the build-up of pressure in the pipeline.

The spill, 110 miles (180 kilometers) east of Aberdeen, Scotland, has caused a sheen covering an area of 2.5 square miles (6.7 square kilometers), authorities said.

Secretary of State for Scotland Michael Moore said closing the valve was "clearly positive news," but that "no oil leakage into our waters is acceptable and lessons must be learned." He promised officials would conduct "a thorough investigation."

Environmental groups have expressed alarm at the potential impact of the spill on wildlife, and have criticized Shell for a lack of transparency about the extent of the pollution.

The leak was discovered Aug. 10, but Shell only made it public two days later. On Saturday, Shell said the spill had been brought "under control," but it later emerged a small amount of oil was still leaking into the sea.

The Royal Society for the Protection of Birds urged Shell to involve the Scottish government and environmental groups in the British government's investigation of the spill, warning that puffins, razorbills and guillemots on the open seas were at risk.

But the oil company said surveys of bird and marine life "have indicated no significant impact on the environment." It says the oil will disperse at sea and not reach the shore.

The company said it had set up an investigation team to establish the cause of the leak and was cooperating with government inquiries into the spill.

The last major spill in the North Sea occurred in 1993, when the oil tanker MV Braer ran aground in the Shetland Islands, spilling around 620,000 barrels of crude into the sea.
