Over the fiscal cliff: Soft or hard landing?

WASHINGTON (AP) ? Efforts to save the nation from going over a year-end "fiscal cliff" were still in disarray as lawmakers returned to the Capitol to confront the tax-and-spend crisis. A tone-setting quotation was Democratic Sen. Harry Reid's assertion that the House under Republican Speaker John Boehner had been "operating with a dictatorship."

President Barack Obama flew back to Washington from Hawaii after telephoning congressional leaders from his Christmas vacation perch. Once back, he set up a meeting with leaders of both parties at the White House late Friday to make a fresh attempt to find a solution before Monday night's deadline.

A look at why it's so hard for Republicans and Democrats to compromise on urgent matters of taxes and spending, and what happens if they fail to meet their deadline:

NEW YEAR'S HEADACHE

Partly by fate, partly by design, some scary fiscal forces come together at the start of 2013 unless Congress and Obama act to stop them. They include:

? Some $536 billion in tax increases, touching nearly all Americans, because various federal tax cuts and breaks expire at year's end.

? About $110 billion in spending cuts divided equally between the military and most other federal departments. That's about 8 percent of their annual budgets, 9 percent for the Pentagon.

Hitting the national economy with that double whammy of tax increases and spending cuts is what's called going over the "fiscal cliff." If allowed to unfold over 2013, it would lead to recession, a big jump in unemployment and financial market turmoil, economists predict.

WHAT IF THEY MISS THE DEADLINE?

If New Year's Day arrives without a deal, the nation shouldn't plunge onto the shoals of recession immediately. There still might be time to engineer a soft landing.

So long as lawmakers and the president appear to be working toward agreement, the tax hikes and spending cuts could mostly be held at bay for a few weeks. Then they could be repealed retroactively once a deal was re

ached.

The big wild card is the stock market and the nation's financial confidence: Would traders start to panic if Washington appeared unable to reach accord? Would worried consumers and businesses sharply reduce their spending? In what could be a preview, stock prices in the U.S. and Europe dropped Friday on waning hopes that Obama and key lawmakers would reach an 11th-hour compromise.

Federal Reserve Chairman Ben Bernanke has warned lawmakers that the economy is already suffering from the uncertainty and they shouldn't risk making it worse by blowing past their deadline.

WHAT IF THEY NEVER AGREE?

If negotiations between Obama and Congress collapse completely, 2013 looks like a rocky year.

Taxes would jump $2,400 on average for families with incomes of $50,000 to $75,000, according to a study by the nonpartisan Tax Policy Center. Because consumers would get less of their paychecks to spend, businesses and jobs would suffer.

At the same time, Americans would feel cuts in government services; some federal workers would be furloughed or laid off and companies would lose government business. The nation would lose up to 3.4 million jobs, the Congressional Budget Office predicts.

"The consequences of that would be felt by everybody," Bernanke says.

THE TAXES

Much of the disagreement surrounds the George W. Bush-era income tax cuts, and whether those rates should be allowed to rise for the nation's wealthiest taxpayers. Both political parties say they want to protect the middle class from tax increases.

Several tax breaks begun in 2009 to stimulate the economy by aiding low- and middle-income families are also set to expire Jan. 1. The alternative minimum tax would expand to catch 28 million more taxpayers, with an average increase of $3,700 a year. Taxes on investments would rise, too. More deaths would be covered by the federal estate tax, and the rate climbs from 35 percent to 55 percent. Some corporate tax breaks would end.

The temporary Social Security payroll tax cut also is due to expire. That tax break for most Americans seems likely to end even if a fiscal cliff deal is reached, now that Obama has backed down from his call to prolong it as an economic stimulus.

THE SPENDING

If the nation goes over the fiscal cliff, budget cuts of 8 percent or 9 percent would hit most of the federal government, touching all sorts of things from agriculture to law enforcement and the military to weather forecasting. A few areas, such as Social Security benefits, Veterans Affairs and some programs for the poor, are exempt.

THERE'S MORE AT STAKE

All sorts of stuff could get wrapped up in the fiscal cliff deal-making. A sampling:

? Some 2 million jobless Americans may lose their federal unemployment aid. Obama wants to continue the benefits extension as part of the deal; Republicans say it's too costly.

? Social Security recipients might see their checks grow more slowly. As part of a possible deal, Obama and Republican leaders want to change the way cost-of-living adjustments are calculated, which would mean smaller checks over the years for retirees who get Social Security, veterans' benefits or government pensions.

? The price of milk could double. If Congress doesn't provide a fix for expiring dairy price supports before Jan. 1, milk-drinking families could feel the pinch. One scenario is to attach a farm bill extension to the fiscal cliff legislation ? if a compromise is reached in time.

? Millions of taxpayers who want to file their 2012 returns before mid-March will be held up while they wait to see if Congress comes through with a deal to stop the alternative minimum tax from hitting more people.

CALL THE WHOLE THING OFF?

In theory, Congress and Obama could just say no to the fiscal cliff, by extending all the tax cuts and overturning the automatic spending reductions in current law. But both Republicans and Democrats agree it's time to take steps to put the nation on a path away from a future of crippling debt.

Indeed, the automatic spending cuts set for January were created as a last-ditch effort to force Congress to deal with the debt problem.

If Washington bypassed the fiscal cliff, the next crisis would be just around the corner, in late February or early March, when the government reaches a $16.4 trillion ceiling on the amount of money it can borrow.

Boehner says Republicans won't go along with raising the limit on government borrowing unless the increase is matched by spending cuts to help attack the long-term debt problem. Failing to raise the debt ceiling could lead to a first-ever U.S. default that would roil the financial markets and shake worldwide confidence in the United States.

To avoid that scenario, Obama and Boehner are trying to wrap a debt limit agreement into the fiscal cliff negotiations.

SO WHAT'S THE HOLDUP?

They're at loggerheads over some big questions.

Obama says any deal must include higher taxes for the wealthiest Americans. Many House Republicans oppose raising anyone's tax rates. Boehner tried to get the House to vote for higher taxes only on incomes above $1 million but dropped the effort when it became clear he didn't have the votes.

Republicans also insist on deeper spending cuts than Democrats want to make. And they want to bring the nation's long-term debt under control by significantly curtailing the growth of Medicare, Medicaid and Social Security ? changes that many Democrats oppose.

Obama, meanwhile, wants more temporary economic "stimulus" spending to help speed up a sluggish recovery. Republicans say the nation can't afford it.

IT'S NOT JUST WASHINGTON

Seems like they could just make nice, shake hands and split their differences, right?

But there's a reason neither side wants to give ground. The two parties represent a divided and inconsistent America. True, Obama just won re-election. But voters also chose a Republican majority in the House.

Republicans and Democrats alike say they are doing what the voters back home want.

Neither side has a clear advantage in public opinion. In an Associated Press-GfK poll, 43 percent said they trust the Democrats more to manage the federal budget deficit and 40 percent preferred the Republicans. There's a similar split on who's more trusted with taxes.

About half of Americans support higher taxes for the wealthy, the poll says, and about 10 percent want tax increases all around. Still, almost half say cutting government services, not raising taxes, should be the main focus of lawmakers as they try to balance the budget.

When asked about specific budget cuts being discussed in Washington, few Americans express support for them.

THE COUNTDOWN

Time for deal-making is short, thanks to the holiday and congressional calendars. Some key dates for averting the fiscal cliff:

? Lawmakers didn't begin returning to the Capitol until Thursday, leaving less than a week to vote on a compromise before year's end.

? Obama returned Thursday from his Christmas vacation in Hawaii. The president asked congressional leaders to the White House Friday to try to resolve the fiscal cliff.

? If lawmakers reach Dec. 31 without a deal, some economists worry that the financial markets might swoon.

? The current Congress is in session only through noon Eastern time on Jan. 3. After that, a newly elected Congress with 13 new senators and 82 new House members would inherit the problem.

I would force myself to eat certain foods because they were low-fat, or low-calorie but realized I wasn?t enjoying my food, wasn?t feeling energized, and often binged on naughty foods. Today, I don?t ?diet?. I make healthy food choices that are part of my life. The education I?m receiving about different foods and how to read food labels has made a world of difference. Pitsfield Fourth of July Parade gets fundraising boost

PITTSFIELD -- Online donations have helped boost fundraising for the Pittsfield Fourth of July Parade.

Less than two weeks before the Independence Day celebration, organizers said on Thursday the $55,000 raised to date has picked up and is ahead of last year?s pace for late June. In mid-May, the Pittsfield Fourth of July Parade Committee was reporting it was running behind.

Parade coordinator Peter M. Marchetti credits, in part, the committee accepting contributions through the group?s website for the first time.

"By utilizing PayPal, we have received at least $3,000 in donations," Marchetti said.

Potential donors can go to www.pittsfieldparade.com to make a contribution or mail a check to the parade committee at P.O. Box 1738, Pittsfield, MA 01202.

Meanwhile, the parade has lined up 150 parade units, among the highest participation in years, according to Marchetti. He said there will be 10 floats, 21 local and regional bands, area military veterans organizations, police and fire departments and political dignitaries.

In keeping with the parade theme of "Movie Classics," the parade committee recently named four current and former downtown movie theaters as the grand marshals. Marchetti expects representatives from The Beacon Cinema, Little Cinema at the Berkshire Museum, Colonial Theatre, and Barrington Stage Co. to march in the parade.

"We are thrilled and excited

to be part of this huge parade," said Kate Maguire, artistic director and CEO for Berkshire Theatre Group, which manages the Colonial Theatre.

"I just love a parade," she added.

The quartet of grand marshals has also symbolizes the city?s downtown revitalization efforts, according to parade committee President Betsy Bean.

"The committee felt it made sense to do a ?tip of the hat? to honor the rebirth of downtown Pittsfield ... a large part of the reason for increased economic activity and growth in the city," Bean said.

In addition, the parade poster depicts the Palace Theatre surrounded by movie characters, paying homage to one of the three former movie theaters on North Street -- The Capitol Theatre and Showplace being the other two.

The parade will begin at the intersection of South and West Housatonic streets at 10 a.m. on July 4 and follow a route established three years ago. The participants will march straight from South Street to North Street via the southbound lane and proceed from North to Wahconah Street, ending at Wahconah Park.

You Should Hire Other Entrepreneurs | TalentRefresh | Small ...

Candidates with dreams of starting their own business can actually make great hires for yours, argues one expert on entrepreneurship-obsessed Gen Y.

When Millennial Branding and analytics company Identified.com combed through millions of Facebook profiles recently to glean insights about how the social network is being used professionally, they discovered something surprising?among young people (so-called Gen Y) the fifth most popular job title was ?owner.?

At the time, Millennial Branding?s managing partner Dan Schawbel told Inc.com that he believes the entrepreneurial life appeals to younger workers because, ?they can have an impact on Day 1, whereas in a large company, they would have to go through months of training only to be stuck in a single role.? They also ?saw their parents work for large companies for decades and don?t want to same fate. They don?t trust large companies,? he noted.

All of which is well and good if you?re a young person bent on starting a business and want to know you?re not alone. But if you?re a bit older and the owner of a more established business, what good could this information possibly do you? After all, you?re pressing concern is how to hire and get the best out of new talent and it doesn?t help you any if the primary interest of so many of potential hires is striking out on their own, does it?

Not so fast, Schawbel answers in a recent column for the American Express OPEN Forum blog. Young folks with entrepreneurial dreams can actually make great hires for your business. What benefits does hiring your fellow entrepreneur offer?

?These ?kindred spirits? would make the best employees for your small business. Who better understands that a lack of resources and manpower forces you to work harder in the initial stages than a young entrepreneur?? writes Schawbel. ?Not only will these fresh-faced workers offer a breath of fresh air into your staff, they will bring a different perspective as well. Eventually you?re going to have to sell your service or product to members of Gen Y, and who would better understand the needs of Millennials better than Gen Y themselves?? he continues.

But getting the most out of team members with their own entrepreneurial dreams requires you handle these hires in a particular way, according to Schawbel. Forget railroading them into narrow, controlled roles that don?t put their dynamism to fill use. Instead, Schawbel suggests allowing their entrepreneurialism space to benefit your business:

It?s important to understand that merely hiring young entrepreneurs and then forcing them to surrender their ideas is pointless. Many corporations are embracing the idea of empowering their workers to become ?intrepreneurs??acting like a small business under the umbrella of a bigger business. Richard Branson recently endorsed the style of workplace ethic. You don?t have to sacrifice your visions of your company, but it?s vital to keep an open mind to the ideas your employees bring to the table.

(AP) ? Robert Van Handel was a 15-year-old seminarian at St. Anthony's, a prestigious Franciscan boarding school, when, he said, a priest slipped into the infirmary where he was recovering from a fever and began to molest him. The priest told him it would help draw the fever out.

More than a decade later, Van Handel himself was molesting children while working as a Franciscan priest at the same Santa Barbara boarding school. Van Handel formed a boys' choir for local children and chose his victims from among its ranks for eight years.

The sexual abuse at St. Anthony's, including Van Handel's own account of his crimes, is included in more than 4,000 pages from the confidential files of nine Franciscan religious brothers who were accused of abuse. The internal files, coupled with an additional 4,000 pages of sworn testimony obtained by The Associated Press, are the largest release of a religious order's files to date and paint one of the fullest pictures yet of a pervasive culture of abuse that affected generations of students at the seminary dedicated to training future Franciscans.

The religious order settled for $28 million in 2006 with plaintiffs who alleged abuse by the nine Franciscans, but Van Handel and other defendants fought the release of their private files for six years in a legal battle that reached the California Supreme Court.

The files were obtained by The Associated Press from a plaintiff's attorney ahead of them being made public Wednesday.

The documents show how abuse in a religious order can be closely tied to the formation of children who grow up to become brothers and priests, said Terence McKiernan, founder and co-director of Bishop Accountability, which curates internal documents about sexual abuse in the Catholic church.

"One offender bringing kids in can set them up to be abused by another offender and those kids in turn grow up to become a member of the order and themselves begin abusing children," he said. "The generational phenomenon of abuse is really, really clear in these documents and it's a heartbreaking story."

Brian Bosnahan, an attorney representing the Franciscans, said the files do not show that the Franciscans knew of the abuse at the school or by other Franciscans included in the settlement. The religious order was quicker than most to address concerns about sexual abuse and launched an investigation into the abuse at St. Anthony's in 1992, years before other Roman Catholic institutions took up the issue, Bosnahan said.

No Franciscans have been accused of abuse since, he added.

"In general, if you look at it, you'll find the Franciscans were among the most aggressive," Bosnahan said.

The Franciscans played a pivotal role in bringing Christianity to California. Its members ? known for wearing brown, hooded cloaks ? emphasize the poverty and humility of their founder, St. Francis of Assisi.

The soft-spoken, bespectacled priest Van Handel, who is now 65 and living as a registered sex offender in Santa Cruz County, admitted his crimes and is the only priest of the nine Franciscans to be criminally convicted. He detailed his actions in a "sexual autobiography" and in court papers that are included in his confidential files.

He said his biggest concern was "the actual and potential damage I've caused to young men, the Friars and the Catholic Church," he told a probation officer in 1994, according to his file.

Messages left for Van Handel at his home address in Boulder Creek, Calif., and at his employer's office Tuesday weren't immediately returned.

Van Handel, who graduated from St. Anthony's in 1965 and later taught there for a decade, has been accused of molesting 19 people, many of them young boys he met while directing the choir he founded while at the school. The choir drew young children from outside the seminary and toured Europe.

Van Handel would choose his victims from the choir ? often preferring vulnerable and lost-looking children ? and would photograph them nude, sometimes covered in oil, dressed in pauper's clothing or tied up with rope in the seminary's tower. He also would play tickling and touching games, according to his files.

One of his alleged victims, Bob Eckert, said he never thought at the time what Van Handel was doing was wrong. The priest helped the 10-year-old Eckert shower with other boys while the choir was touring Europe and then photographed him, Eckert said.

"I completely looked up to him. He was the one who determined who was going to be in and who was going to be out," said Eckert, who is now a 42-year-old general contractor living in Santa Barbara. "My mom had total faith in him, and I had no question that anything was wrong with being there."

Another priest, the Rev. Mario Cimmarrusti, has also been accused of abusing multiple students while he held the dual roles of head disciplinarian and head of the infirmary at St. Anthony's in the late 1960s. Cimmarrusti, who also attended the school as a teenager, took over as prefect of discipline the year Van Handel graduated.

His confidential files show that in an evaluation by a sex offender therapist, the priest estimated he had molested between 30 and 40 boys. On another occasion, Cimmarrusti said he may have molested as many as 250 boys, according to the evaluation included in his personnel file.

He is not the priest who Van Handel said molested him in the infirmary.

Cimmarrusti, who is now 82, could not be reached for comment. His attorney, Robert "Skip" Howie, said Cimmarrusti vehemently denies all the allegations against him.

"As an attorney, I can tell you that records can be deceptive and misleading," he said. "I'm really not here to argue the case, but all I can say is that he denies it."

The priest has been accused by 24 former students who alleged in lawsuits that Cimmarrusti performed hernia checks on the incoming freshman class as an excuse to fondle them; delivered violent, sexually charged beatings for minor disciplinary infractions; and molested students who were sick in the infirmary.

One student, Paul Palecek, quit the seminary because of the abuse, he said, and gave up on his dream of becoming a Franciscan priest. He took a settlement from the religious order in the 1990s and remains active in the church and with missionary work overseas. Now 62, the semi-retired former contractor is studying to become a nurse.

Palecek testified that he told the school's rector about the abuse but nothing was done. In a deposition, the Rev. Xavier Harris said he didn't recall the conversation and there is no record of it in the priest's internal files. Bosnahan, the Franciscans' attorney, said he had no further information.

"I was really mad at God for a long time, but it wasn't God's fault. Mario chose to do evil," Palecek said. "Someone should have caught it. Someone should have caught it and done something about it."

The AP does not normally identify victims of sexual abuse. Palecek and Eckert gave permission to use their names in interviews with the AP.

Cimmarrusti went on to spend six years at St. Anthony's after Palecek's departure and then served as a missionary at a medical dispensary in Guayamas, Mexico, and in parishes in the Northern California towns of Stockton, Delano and San Miguel before being removed from the ministry in 1993 as his past closed in.

St. Anthony's closed in 1987, just a few years before the first of the former students began to come forward with their allegations. Now, with the disclosure of the documents, some of the former seminarians feel they can finally move on with their lives.

"This is like a wound and it's festering. In order to get this pus and this infection out, you have to open up the wound and let the air get to it and let it heal," Palecek said. "I can apply that to my life and to the Catholic Church. You have to open up these documents and let the air get to them so we can heal."

Pantech P8010 meets FCC, brings AT&T LTE along to say hello

Though it hasn't been officially announced, AT&T's likely has a new Pantech LTE phone in its reasonable future. The P8010 just got approved by the FCC, and its next-gen radio offers support for no less than four LTE bands: the 700 / 1700 frequencies used by AT&T, as well as 850 / 1900. What's curious about the latter pair of bands is that they're the same ones used by the largest GSM carrier for its HSPA+ / WCDMA needs, suggesting that AT&T's planning ahead for possible refarming of its spectrum. Aside from this hefty nugget of info, the federal docs don't give much else away, aside from a well-detailed diagram showing the back of the phone -- complete with its microSD and micro-SIM slots -- and the usual smattering of compatible GSM / EDGE and 3G radios. According to preliminary benchmark results, however, the P8010 will likely be a step up from the Burst, sporting a 1.5GHz dual-core Krait processor, qHD display and Ice Cream Sandwich. Simply imagining your self at your top form every day only takes a couple minutes, whatever sport you play. Be sure that you picture this as vividly as possible to ensure that you see improvement in your performance in the actual game.

Naturally, if you want to improve your vertical leap you also have to practice jumping, aside from putting in the training time for your main sport. Everyone, regardless of age or athletic ability can make significant improvements in this area if they focus on it. You have to be energetic in your training and also be unwearied toward yourself. 'Dark Knight Rises': How Much Will 'Knightfall' Factor In?

The Weekly Rising takes a closer look at the comic inspiration for Christopher Nolan's final Batman film.

Throughout his tenure as the commander of the big-screen Batman, Christopher Nolan, along with writing partners Jonathan Nolan and David S. Goyer, have pulled selectively from the vast library of books for inspiration in the films. "Batman Begins" borrowed a handful of elements from Frank Miller's "Batman: Year One," while "The Dark Knight" took some character notes from "The Long Halloween."

When it was announced that Bane would make his triumphant return as a respectable villain in the finale, "The Dark Knight Rises," comic books fans were just as quick to shout "Knightfall," in reference to the trilogy of stories that played out during 1993 and 1994. It appeared Nolan and company had found their inspiration, but what exactly would they use from those books?

Bane
The masked villain was the clear giveaway to "Knightfall" 's presence as an influence, and it's clear why. Bane only showed up on the DC Comics scene four months before the beginning of the "Knightfall" story line, and once the show got on the road, he made his introduction count. As he appears to be in "The Dark Knight Rises," the Bane of the comics was a hyper-intelligent behemoth of a man, capable of besting Bruce Wayne.

Prison Break
Part of Bane's plan in gaining the upper hand over Batman involved releasing all of Arkham Asylum's worst inmates on the city. Batman wears himself down, rounding up the likes of the Joker, the Scarecrow and Poison Ivy, and this series of bouts leaves him severely weakened when he finally has to face off against Bane in the Batcave, leading to the most significant scene from "Knightfall."

The Break
If Bane is remembered for anything, it is the central moment of "Knightfall" when he takes a physically and mentally exhausted Bruce Wayne and breaks his back with a knee to the spine. It was a critical blow in more than one sense of the word and significantly changed the shape of the Batman titles for years to come. The scant footage we have actually seen from "The Dark Knight Rises" hints that Christian Bale's Bruce Wayne does suffer some similar injury during the course of the film. He appears to be walking with a cane, and while we can't conclusively blame Bane, the timing sure is something!

Catwoman
Selina Kyle's appearance in both "Knightfall" and "The Dark Knight Rises" most likely is a coincidence, since her role in the former is not terribly significant. It does matter, however, that she attempts to help Bruce Wayne with his paralysis, demonstrating that there are many facets to her allegiances.

The New Batman
While Bruce Wayne was on the mend thanks to Bane's handiwork, a new Batman, Jean-Paul Valley, took up the cowl in his absence. Since the tag line of "The Dark Knight Rises" leaves little doubt that the "legend ends" with this final movie, fans have been pondering whether the new film will mean the death of Bruce Wayne. If that's the case, the symbol would have to live on. A new Dark Knight would have to rise.

Endangered rural post offices get a reprieve

The financially struggling U.S. Postal Service sought Wednesday to tamp down concern over wide-scale cuts, revealing it will seek to keep thousands of rural post offices open with shorter hours.

At a news briefing, Postmaster General Patrick Donahoe said the mail agency was backing off its plan to close up to 3,700 low-revenue post offices sometime after May 15. Citing strong community opposition, Donahoe said the agency will now whittle down full-time staff but maintain a part-time post office presence in rural areas, with access to retail lobbies and post office boxes.

Under the emerging strategy, no post office would be closed. But more than 13,000 rural mail facilities could see reduced operations of between two and six hours.

The Postal Service intends to seek regulatory approval and get community input, a process that could take several months. The new strategy would then be implemented over two years and completed in September 2014, saving an estimated half billion dollars annually.

"We've listened to our customers in rural America and we've heard them loud and clear ? they want to keep their post office open," Donahoe said. "We believe today's announcement will serve our customers' needs and allow us to achieve real savings to help the Postal Service return to long-term financial stability."

Under the new plan, communities would be given the option of keeping their area post offices open but at reduced hours. Another option would be to close a postal office in one area while keeping a nearby one open full-time. Communities also could opt for alternatives including creating a Village Post Office in which postal services are offered in libraries, government offices or local stores such as a Wal-Mart, Walgreens or Office Depot.

"At the end of the day, we will not close rural post offices until we receive community input," said Megan Brennan, the Postal Service's chief operating officer. "We believe very few post offices will be closed over the next few years."

The latest move comes as the Postal Service is making a broad push for Congress to pass legislation this summer that would allow the agency to move forward on its multi-billion dollar cost-cutting plan, which include an end to Saturday mail delivery.

High concern in rural communities over proposed cuts has been a principal barrier to the cost-cutting effort, with residents in the sprawling and remote areas expressing fears about their ability to get timely mail delivery of prescription drugs, newspapers and other services. That has raised the ire of rural-state lawmakers in particular in an election year.

Due to rural opposition, the Senate this month passed a bill that would in part impose a one-year moratorium on shuttering rural post offices and place additional restrictions afterward, a move that the Postal Service later denounced as "totally inappropriate" because it kept unneeded facilities open.

In the House, hesitancy among rural lawmakers is helping to stall a separate bill that would allow for far more aggressive postal cuts.

Most of the 3,700 post offices that had been under review for possible closing had been in rural areas with low volumes of business, with as many as 3,000 only having two hours of business a day even though they are open longer. Currently the post office operates more than 31,000 retail outlets around the country.

The mail agency said it expects to save more money off the new plan, mostly by weeding out full-time postmasters who don't have labor contract protections and replacing them with part-time workers. It plans to offer buyouts for the nation's more than 21,000 postmasters, noting that more than 80 percent of its postal costs in rural areas are labor-related.

The Postal Service has been grappling with losses as first-class mail volume declines and more people switch to the Internet to send messages and pay bills. The agency has forecast a record $14.1 billion loss by the end of this year; without changes, it said, annual losses will exceed $21 billion by 2016.

It also is pushing Congress to pass legislation by early summer. If the House fails to act soon, postal officials say, they will face a cash crunch in August and September, when the agency must pay more than $11 billion to the U.S. Treasury to prefund future retiree health benefits. Already $13 billion in debt, the health payment obligation will force the mail agency to run up against its $15 billion debt ceiling, causing it to default on the payments.
