LONDON ? Britain's simmering phone hacking scandal erupted again Thursday as a charity founded by the mother of a murdered child said she was targeted by a detective who worked for the News of the World.
The charity, Phoenix Chief Advocates, said Glenn Mulcaire, a detective employed by the now-defunct tabloid, had the details of Sara Payne in his notes. Payne is the mother of 8-year-old Sarah Payne, whose murder by a pedophile in 2000 shocked Britain and was heavily covered by the News of the World.
The charity said in a statement that police had previously said Sara Payne's name was not on a list held by Mulcaire, who was jailed in 2007 for hacking into the voice mail messages of royal staff. But it said "it has now been confirmed by (police) that Sara's details are on his list."
"Sara is absolutely devastated by this news, we're all deeply disappointed and are just working to get her through it," it said.
The Colchester, England-based charity advocates for victims of pedophile crimes.
It was unclear whether Mulcaire had merely obtained Payne's number or whether he or anyone else had tried to eavesdrop on her voice mails. Thousands of names were on Mulcaire's list, and it still isn't certain how many of them were actually spied upon.
The ongoing scandal over illegal eavesdropping has shaken Rupert Murdoch's global media empire, led to the resignation of top executives, including Murdoch protege Rebekah Brooks, and prompted the closure of the 168-year-old News of the World tabloid, which she once edited.
Murdoch's News International company said in a statement that the matter is being taken "very seriously" and said the company would cooperate with all criminal and civil inquiries into the new allegations.
If it were shown that Mulcaire had in fact targeted Payne, and that he had done so at the behest of Brooks' paper, it would be one of the most shocking revelations to have emerged so far.
Brooks was closely involved in covering the death of Sarah Payne, and under her stewardship, the News of the World was heavily involved in campaigning for a measure, dubbed "Sarah's Law," to give the public access to information about convicted sex offenders. It set up a petition that drew hundreds of thousands of signatures.
Sara Payne even wrote an article for the News of the World's final edition, calling the muckraking tabloid "a force for good."
In a statement, Brooks said the latest allegations were "particularly upsetting" because Payne was a "dear friend."
"The idea that anyone on the newspaper knew that Sara or the campaign team were targeted by Mr. Mulcaire is unthinkable," she said. "The idea of her being targeted is beyond my comprehension."
The news came as a senior judge opened an inquiry into the scandal that will start by looking at whether the country needs tougher media regulation, and will have the power to force witnesses to give evidence.
Justice Brian Leveson said he has the legal power to demand statements and documents from witnesses ? and plans to use it "as soon as possible."
Only two people have been jailed for hacking ? Mulcaire and reporter Clive Goodman, both in 2007. But parent company News International now admits the eavesdropping was more widespread, and the tabloid is accused of targeting the voicemail of celebrities, politicians, other journalists and even murder victims ? including 13-year-old Milly Dowler, whose phone was hacked after she disappeared in 2002. She was later found murdered.
Leveson's inquiry was announced earlier this month by Prime Minister David Cameron. His seven-member panel includes a veteran newspaper reporter, a former police chief, a civil liberties activist and a broadcast journalist. They held their first formal meeting Thursday and will begin public hearings in September.
The panel is due to issue a report within a year. Leveson said he would strive to meet that deadline, but "not at all costs."
A second part of the inquiry will examine specific allegations of wrongdoing at News of the World, but can't start until the criminal investigation by police is finished ? which could be years away.
Leveson said the inquiry would examine "the culture, practices and ethics of the press."
"In the first instance the inquiry will focus primarily on the relationship between the press and public and the related issues of press regulation," he said.
Later, it will look at relations among the press, police and politicians.
Leveson said he would soon send out letters summoning evidence and witnesses, who may include journalists, news executives, police and politicians.
But he said he hoped people would participate willingly to help root out wrongdoing.
"It may be tempting for a number of people to close ranks and suggest that the problem is or was local to a group of journalists then operating at the News of the World, but I would encourage all to take a wider view of the public good and help me grapple with the width and depth of the problem," he said.
The inquiry will try to get to grips with a scandal that continues to shake Britain's police, political and media establishment. It already has led to the resignations of London's police chief and two senior executives of Murdoch's News Corp.
James Murdoch, Rupert's son, is among those whose future hangs in the balance. But he received a boost when the board of British Sky Broadcasting unanimously backed him to remain chairman of the broadcaster.
A person with access to the decision-making process said the role of the chairman had been discussed at length, and Murdoch received the unanimous support of all directors. He spoke on condition of anonymity because the news was not yet officially released.
The board meeting was the first since News Corp. abandoned a takeover bid for BSkyB because of the scandal at the News of the World.
The meeting was primarily held to sign the full year earnings report of BSkyB, which is 39 percent owned by News Corp.

The Postal Service announced Tuesday that it will consider closing more than 3,600 post offices. Does that mean people in small towns won't be able to send mail? Not necessarily.
Postmaster General Patrick Donahoe on Tuesday painted a picture of what the post office of the future might look like. And for many Americans, he said, it might not even be a post office at all.
Skip to next paragraphWith the United States Postal Service facing a potential $8 billion deficit this year as mail volume declines, Mr. Donahoe said the agency will consider closing 3,653 of its 31,871 post offices. Particulaly in rural areas, that could leave a town without a post office ? but not necessarily without the Postal Service, he said.
The Postal Service network already includes some 70,000 locations in drug stores, grocery stores, or self-service kiosks. In communities where retail post offices might close, a potential replacement would be this so-called Village Post Office model, which operates in a local business to offer equivalent services.
?By working with third-party retailers, we?re creating easier, more convenient access to our products and services when and where our customers want them,? Donahoe said in a statement. ?The Village Post Office will offer another way for us to meet our customers? needs.?
The question of which post offices on the Post Office Study List will survive and which will be closed will be answered in the coming months, with the first closures starting in January. Decisions can be appealed to the Postal Regulatory Commission for a nonbinding review.
But Donahue noted Tuesday that a large percentage of Americans no longer use post offices.
?Our customers' habits have made it clear that they no longer require a physical post office to conduct most of their postal business,? he said, noting that more than 35 percent of the Postal Service?s revenue is generated from usps.com, iPhone or Android mobile applications, self-service kiosks, and other stores like supermarkets and pharmacies.
Indeed, of the nearly 3,700 locations on the list, 3,061 have annual revenue of less than $27,500 and a daily workload of less than two hours.
Many of these locations are in rural areas, which presents a conundrum, says Ruth Goldman, chairwoman of the commission, an independent agency that oversees and advises the Postal Service.
?The smaller offices don?t make money, but they weren?t designed to make money. They were designed to serve the public,? Ms. Goldman says.
Over the years, smaller offices have been able to operate freely because the larger offices compensated for their loss in revenue, she says.
Goldman suggests that closing offices in rural communities, where alternatives ? like sending mail at Wal-Mart ? are not available puts the Postal Service at risk of not fulfilling its "universal service obligation" of providing uniform prices, equal access to services, and frequent delivery of mail to all areas of US.
?A case can be made that the Postal Service?s greatest strength is its ubiquity, and the fact that people identify with it even in the smallest communities in America,? Goldman says. If ?you reduce its visibility and ubiquity, you reduce its power and its ability to rebound from the economy. It?s a risk.?
In 2009, the Postal Service approached the commission with plans to close 1,200 stations and branches. In the end, it only closed about 160 based on the commission's advice.
The Postal Service, however, has now maxed out on a $15 billion loan from the US Treasury.

RABAT (AFP) ? Seventy-eight people were killed and three injured Tuesday when a Moroccan military plane slammed into a mountainside in bad weather in the country's south, the Moroccan military said.
The Hercules C-130 aircraft crashed into a mountain 10 kilometres (six miles) northeast of Guelmim, located about 830 kilometres (215 miles) south of Rabat, an army statement said.
"There are 78 dead and three seriously injured", it said.
The plane was flying from the southern city of Agadir to Laayoune in the Western Sahara with "six crew, 60 soldiers and 12 civilians", it added.
The statement blamed the accident on "bad weather conditions".
"This is a military plane that is used for the transport of troops, but also of their families. It is widely used in the Sahara," an interior ministry official added.
"Above all, it was the fog and bad weather conditions that are believed to be behind this accident. But for the moment, we don't have enough information," the source said.

WASHINGTON ? When terrifying battlefield memories come rushing back to mind, in night sweats, flashbacks or a panic attack, some troops and vets now find comfort by reaching for their smartphones.
Using new-age technology to cope with age-old wounds of war, they tap into mobile phone applications, or "apps," designed to help with post-traumatic stress and brain injuries.
"I'm not going to lie ? when this came out, we sort of wanted to slam it," a once skeptical Staff Sgt. Meg Krause said of her group of veteran friends.
"But it surprised us and has been a phenomenal tool," said the 29-year-old reservist and medic, who has had counseling for PTSD.
A half-dozen apps with names like "T2 MoodTracker," "PTSD Coach" and "Breathe2Relax" have been developed by the Pentagon and Veterans Affairs Department, but not to diagnose illness or replace psychiatric counseling. Rather, the apps offer at-your-fingertips information about what the military calls "invisible wounds" of the wars in Iraq and Afghanistan ? and techniques for managing the symptoms.
All but one were the work of the Pentagon, starting with MoodTracker, which lets users rate how they're feeling ? worthless, happy, lonely and so on ? and keep a record of their ups and downs over time.
The newest, released in May, was a joint Pentagon-VA effort ? PTSD Coach. It helps self-assess symptoms, gives step-by-step instructions in muscle relaxation and breathing, helps users create a phone list of people to call when they need support and helps vets contact the National Suicide Prevention Hotline in an emergency.
"Someone who's struggling ... all they have to do is pull out their smartphone or their iPhone and say, `I can help myself,'" Krause said. "To know that there is something that I can pull out and watch, and it will help me go through my breathing techniques so I don't get to that crisis moment, I think is immensely important."
There's also an app for health care providers that includes definitions, causes and severity ratings for mild traumatic brain injury ? or concussions ? suffered by so many troops from roadside bombs and other explosions. Another for doctors treating PTSD is expected in the coming months. Officials hope the apps for troops, vets and their families will encourage more people to get professional help and will be used by others to supplement professional therapy.
Krause served twice in Iraq and has worked for the "Real Warriors" campaign, a separate defense program in which service members tell their personal stories to encourage other troops to go for counseling.
Finding others to talk about using the apps is hard since the free downloads are anonymous. Preserving that privacy is a big selling point for a military population that hides its problems for fear of appearing weak or being passed over for promotions.
"Engaging veterans on their own terms is especially crucial in the area of mental health," said Dr. Sonja Batten, a clinical psychologist who works on national mental health policy for the VA. Providing services that are safe, reliable and private is a priority for the VA, she said, where the number of vets getting mental health care has increased to 1.2 million from 900,000 in the past four years.
Last year alone, over 400,000 veterans who received mental health treatment had a diagnosis of PTSD, Batten said. Among troops still in the military, officials estimate 1 in 5 has suffered acute stress, anxiety, depression or other mental problems from a war zone deployment.
Some 2.3 million men and women have served tours of duty in Iraq and Afghanistan in the past decade. The apps are among the latest ideas by a government still struggling to prevent, treat and more fully understand the mental health problems that have ballooned over that time.
In a vast and unprecedented wartime effort that has struggled to keep up with troop needs, the government in recent years has increased mental health screening, hired more psychiatric staff, sent mental health survey teams directly to the battlefields, launched new research and started or bolstered myriad programs from suicide prevention to resilience training to family counseling. They've promoted the efforts with booklets, boot camp training, interactive websites, social media, call-in phone lines and more.
Still, some troops complain that there isn't enough help. And others simply won't go for psychological treatment. Up to half of soldiers in the most recent battlefield survey said they feared it would make them appear weak to buddies and their leaders.
Defense officials in 2008 set up the National Center for Telehealth and Technology, known as T2, to look at leveraging technology against the mental health problems.
"The Defense Department is doing something different, is doing everything, to try and reach the audience instead of trying to simply put out a better-looking brochure," T2 spokesman Joseph S. Jimenez said of the apps and other initiatives started at the T2 center in Fort Lewis, Wash. "Some people don't respond to a better brochure, some people don't respond to being told to go to the doctor."
Aside from the anonymity, the apps virtually put into the pockets of troops a tool that today's young, tech-savvy force can relate to.
"They like portable technology and they are very much into gaming and smartphones," Jimenez said.
Use of smartphones for mental health issues comes amid a larger military effort to incorporate them more on the battlefield. For instance, the Army is testing several iPhones, Androids and computer tablet devices to allow more troops in battle to see real-time images of insurgents taken by drone aircraft.
"Like the old adage about having to fish where the fish are, using online media to reach an online generation will be worth it even if it just helps one veteran," Joe Davis, spokesman for the Veterans of Foreign Wars, said of the phone apps.
Just how many troops and vets are being reached ? and helped ? is hard to know.
Because of the anonymity, there is little feedback on the program that started last summer with MoodTracker. But officials said they plan to find volunteers in the future to help with a study on the program's effectiveness.
For now, what's known is that MoodTracker was downloaded about 17,000 times since it was introduced. Since PTSD Coach was released in May, it has been downloaded about 11,000 times in 37 countries, including Mexico, Latvia and Japan.
Although the app is particularly tailored to the needs of active-duty troops and veterans, some users may also be PTSD sufferers with no military background. Officials believe it's likely some are civilians who've had other types of trauma, such as from physical or sexual assaults, car accidents or natural disasters.

MIAMI ? Archbishop Pedro Meurice, Archbishop Emeritus of Santiago de Cuba, has died at a Miami hospital. He was 79.
The Archdiocese of Miami reports that Meurice died Thursday morning at Mercy Hospital.
Meurice was ordained a priest of the Archdiocese of Santiago in June 1955 and became a bishop there in 1967. Three years later, he became archbishop of the southeastern Cuban city. Meurice was not shy about criticizing the Castro government, asserting at Pope John Paul II's papal Mass in the city in 1998 that too many Cubans "have confused patriotism with a party."
Meurice retired in February 2007.
Visitation is scheduled in Miami on Saturday and Sunday. A funeral Mass will be held at St. Michael the Archangel Church at 10 a.m. Monday. Miami Archbishop Thomas Wenski will be the main celebrant.
Burial will be in Cuba, though arrangements haven't been finalized.

Now, here's my first ever book review.?My goal is to review?chidren's/middle grade/young adult e-books written by independent authors (aka as self publsihed, I think?independent sounds cooler).??????????????????????
Fall Girl is the book I?m going to discuss today. It is a young adult novel that I downloaded for free on Amazon. If you feel like letting the author get some actual profits you can get a paid version on Smashwords also. Fall Girl is by Marybeth Smith and is about 16 year old Annabelle and basically how her life is affected by her older brother who has bipolar disorder. You can read the actual description (and download it) HERE. I enjoyed reading this book cuz it made stay up until I finished it, I had to know what happened in the end. ?Also I liked the story and I especially liked it because it?s a novel for teens and did not involve vampires, werewolves, being pretty or being popular, which are the subjects most teen novels seem to focus on these days. I also liked the way the characters talked, it sounded like actual teenagers. They said things like; I have an eye crusty and I didn?t shave so I look like a gorilla. At times I wanted to smack the main character in the head cuz she annoyed me, but then it was okay cuz a good portion of teenagers are annoying (sorry teens, but you know it?s true). If you like reading young adult novels I?d say go download yourself a copy. If you?re not into teenage drama I?d say pass (there?s lots of whiny why did my boyfriend dump me stuff), but the story is interesting because most books involving characters with mental illness is told from the point of view of the person who actually has it and this is told from a family members view point. Workforce (4.30) can exorcise the ghosts of last year's inglorious defeat by taking the King George VI & Queen Elizabeth Stakes at Ascot.
On the strength of two solid, top-drawer performances this season, Workforce emphatically appears to be as good as he was last year when winning the Derby and Arc de Triomphe, and despite his comprehensive defeat in this race behind Harbinger, there are still fewer doubts about him than St Nicholas Abbey and Rewilding.
It must be a major concern to his backers that St Nicholas Abbey was clearly outpaced by Midday in the Coronation Cup before rallying for victory. Positive tactics are the only hope for Joseph O'Brien.
Rewilding was impressive at Royal Ascot but has performed poorly on the back of good runs in the past and seems to need long breaks between his races to be seen at his best. Connections hope 5? weeks off will be enough to have him freshened back up, but I have major doubts.
York 2.00 Having come up against some decent rivals in maidens, Almond Branches got up in the last stride to break her duck last time and she will appreciate the likely gallop.
Newmarket 2.15 The handicapper has done his best to help Classic Punch, who took this contest last year, and he hinted at a return to form last time.
York 2.30 Considered good enough to take her chance at Royal Ascot last time, Creme Anglaise can show her true colours in this easier grade.
Ascot 2.40 Despite still showing signs of inexperience, Russelliana had some very smart fillies behind when second in the Cherry Hinton Stakes a fortnight ago. There is more to come.
Newmarket 2.45 Having thrived for the move up in trip to seven furlongs last time, Instance is an improving filly.
York 3.05 The worry for backers of Twice Over is that he is working as well as ever at home, but hasn't done it on the racecourse so far this season. The revitalised Class Is Class could prove safer.
Ascot 3.15 The handicapper has pushed Albaasil up 10lb, but he was an impressive winner of a strong handicap at Newmarket's July meeting, .

Trainer Alan Swinbank has ended an abysmal losing run with four winners from his last dozen runners and it would be no surprise to see Mr Rainbow step up some way on the poor effort he produced for the stable last time out. He had previously emerged with credit when fifth in a hot Sandown handicap and seven furlongs on rain-softened ground this afternoon looks an ideal test.
Discovery Bay (1.30) has been laid out for a royal celebration on King George VI And Queen Elizabeth Stakes day at Ascot today and the Queen's horse must be worth an each-way bet in the opening ladies' race. A free-going sort, he did not seem to appreciate being held up in the early stages of the race at York on his latest start, so expect to see him ridden more prominently this afternoon. The booking of the experienced Serena Brotherton is another obvious positive.
On the strength of some good homework, Pearl Charm (2.05) missed a conditions race at Newbury last week in favour of this better contest. The Hannon team have plenty to look forward to at Goodwood next week and a big run from this horse would give them greater confidence in the two-year-old contests. Harbour Watch, in particular, will be hard to beat whether he lines up in the Richmond or the Vintage Stakes.
The Stoute team are sweet on the chances of Albaasil (3.15), but at the opposite end of the weights Aerial Acclaim should not be ruled out for Clive Cox. He needed the run when second to Stage Attraction last month and was very unlucky subsequently at Sandown. A scopey type, he has still more to offer.
Despite enjoying plenty of success in the last fortnight and remaining clear in his bid to retain the jockeys' championship title, Paul Hanagan has not been smiling very much on his trips to the track in recent days. But the rider insists he isn't being miserable. "To be honest, I had a horse smack me in the face a couple of weeks ago and I lost two or three teeth, or bits of teeth," he admitted. "It's not very pretty and I've been trying to keep my mouth closed as much as possible ever since." Hanagan hopes to visit the dentist as soon as his schedule allows for the much-needed repair work.

Pet owners often engage in friendly ? and sometimes not-so-friendly ? discussions on whether cats make better pets than dogs, or vice versa. While there are quite a few pet owners who love both cats and dogs equally, others are adamant in their stance that one species is better than the other. Where we stand in the great ?cat versus dog debate? is often a result of which pet we had growing up, or a particular experience we had with one, either positive or negative. Sometimes a preference emerges for no apparent reason; it just is, and it?s how we?ve always felt.
Over the years I?ve been a pet mom to a dozen cats. I like dogs too but have only shared my home with one, so my experience with them is more limited. However, just because my BFF?s have always been cats doesn?t automatically mean I think cats make better pets than dogs. The relationships are different, not necessarily better. Nonetheless, for the sake of the debate I?ve come up with a few reasons why one might want a cat instead of a dog. Don?t think I?m bashing dogs though, because I?m really not. Rather, this is just my attempt at humor.
The Cleanliness Factor
Dogs need to be bathed regularly and even then, many breeds have a distinct ?eau de dog? shortly after getting squeaky clean. Cats win this category paws down because they are remarkably self cleaning. My cats wash themselves after every FELIDAE feeding frenzy, in between mealtimes, and pretty much every waking hour. Bathing a cat is rarely necessary, which is a good thing because it?s not exactly easy to do without getting shredded.
Physical Activity
All dogs need regular exercise. Some breeds can get by with a short daily walk or play session in the backyard, but others need more physical activity than this, which can be challenging if you?re more ?couch potato? than marathon runner. Cats need regular exercise too, but you don?t need to brave the chill of winter to help them burn off their kibble calories. A drawer-full of cheap cat toys is all you need!
Economics
Big dogs eat mountains of food, and even some small dog breeds put away more kibble than most cats do. Dogs need bigger pet beds than kitties do, and most felines prefer a cardboard box over a cushy pet bed anyway, so you might as well not buy one. There are typically more supplies to buy for dogs too, such as crates, leashes, harnesses, rain booties, and sweaters for those short-haired or hairless breeds. Cats don?t need to wear sweaters and most will claw you into itty bitty pieces if you?re foolish enough to even think about putting one on them. Same for the harness and leash?just don?t go there!
Training
There?s a big difference in the time and effort required to train dogs versus cats.? For cats, training generally consists of showing them where their litter box is kept, and keeping a spray bottle of water handy to discourage counter surfing. Dogs need rules and guidance to become canine good citizens who will follow your basic commands at home, at the dog park and on walks.
Barking Versus Meowing
A bored dog left alone all day tends to engage in excessive barking, which can really get annoying when you live next door. It?s certainly not the dog?s fault, but that doesn?t make the barking any less irritating. Conversely, have you ever heard someone complain because the neighbor?s cat meowed all day while they were away? Nope, me neither! If you?re gone a lot, a cat is definitely the better pet because they sleep all day anyway.
The Palate
It?s no secret that dogs view the things they find in garbage cans, the cat?s litter box and their backyard as tasty tidbits. Yep, dogs eat rotten food and poop, and they like to roll in the stinky stuff too. When have you ever seen a cat do that? Enough said.
I?m sure I could come up with just as many reasons why dogs make better pets than cats? but I won?t because that would mean I?d have to relinquish my lifetime membership in the Crazy Cat Lady club, and the tacky cat plaque that came with it. And you know, I?ve actually grown quite fond of that ugly thing.?

LONDON (Reuters) ? The outgoing head of London's police said on Tuesday that his resignation statement was not an attack on the way Prime Minister David Cameron had handled a phone hacking crisis.
"I was taking no such swipe at the prime minister," Paul Stephenson told a parliamentary committee investigating the crisis engulfing Rupert Murdoch's News Corp media empire and the police.
Stephenson announced his resignation on Sunday after it emerged that the force had hired Neil Wallis, a former deputy newspaper editor now implicated in the scandal, as a media adviser.
In his resignation statement, Stephenson appeared to be contrasting his behaviour with that of Cameron, who employed former News of the World tabloid editor Andy Coulson as his communications chief.
On Tuesday he told the committee he agreed with Cameron that the two situations were not comparable. "Of course the employment of Mr Coulson and the employment by the Met (police) of Mr Wallis was entirely different," he said.
